Does it run in a browser
Yes, and that is not a technicality. The game is HTML5. Any browser that can open an HTML file can run it, on a laptop or on a phone.
The catch is how you get it. Vrelnir does not host a public "play online" page. You download the HTML file and open it yourself. Once it is on your device it behaves exactly like a web page, which is why so many people play it on mobile without ever installing anything.
One thing worth knowing before you start: some browsers restrict what a page loaded from your own filesystem is allowed to do. If something refuses to load, running the file through a small local web server sorts it out. That comes up mostly with mods, not with the base game.
What you actually play
You play a student living at an orphanage who has to keep money coming in. That framing is doing a lot of work, because everything else in the game hangs off it. It is a sandbox, not a story on rails. Days pass, you choose where to be and what to risk, and the game keeps score of things you did not know it was tracking.
It is text first. There is art, but the writing carries it. If you bounce off walls of text, this one will not convert you. If you like a game that remembers, it will eat your week.

Ask why this specific game got so much bigger than its neighbours and the answer is not the subject matter, it is the bookkeeping. Degrees of Lewdity remembers. Reputations build in places you visited weeks ago, traits stick, and a decision that felt small at the time turns up later wearing a different hat.
That is only affordable because the game is text. Rendering a paragraph costs nothing, so the developer can track a hundred states without needing a hundred illustrations. It is the single clearest argument for why the deepest games in this whole genre keep turning out to be the browser ones.
The flip side is honest to state. There is no hand holding, the opening hours are confusing on purpose, and the community wiki is close to required reading rather than optional. If you want a guided experience, this is not it.
